The government’s bid to increase surveillance powers in the investigatory powers bill,the so-called ‘snooper’s constitution’, has survived several attempts to slay it. But now it’s back, and is more intrusive than ever with proposals to extend police powers to hack into phones and access everyone’s browsing histories. It was developed in response to the disclosure of state mass surveillance programmes by Edward Snowden.
