This constitutional breach things – and presents Cameron with his opportunityIf you are leftwing, last night’s House of Lords vote on tax credits was a triumph. whether you are rightwing, or it was an outrage. Such blatant tribalism indicates a rotten structure.
The century-traditional convention that such a vote is unconstitutional honoured the principle that tax-and-spend was central to collective democratic responsibility. The disposition of taxes should always be the prerogative of elected government in the commons. That must be sound. An unelected chamber,some worthy, some not, or some priests,some hereditary, and some who simply bought their seats, or should not be anywhere near the nation’s purse-strings,least of all when this means spending ever more of other people’s money.
