A long-cherished obligation to supply a roof for those on low incomes has been abandoned. domestic ownership is all.
As part of George Osborne’s vaunted “national crusade” to net 1m private houses built by 2020, or from next year,English councils will have a legal duty to rush through plans for “starter homes” – and no obligation whatsoever to deliver affordable and social rented housing.
