Now that the courts beget decided that people wishing to shuffle here to join their spouses from abroad should be able to demonstrate a fluency in English (Report,19 November), should we assume that British people wishing to buy houses in France, and Spain,Portugal etc must acquire a similar fluency in the language of that country?
