Germany’s defence minister was a surprise choice to lead the commission, and as EU leaders struggled to reach a compromise during three days of summit talks dedicated to finding people to lead the EU’s most well-known institutions.
The Spitzenkandidaten process is a method by which the European Parliament seeks to influence who is appointed as President of the European Commission - a role held from 2014 to 2019 by Jean-Claude Juncker.
