S. to fish tuna under the South Pacific Tuna Treaty, the district court's dismissal under F. R. Civ. Pro Rule 12(b)(1) is reversed where: 1) the FCA's public-disclosure bar is no longer a jurisdictional limitation and 2) the alleged fraud was publicly disclosed but that plaintiff was an original source of information underlying the action.
