In 1991, when George HW Bush occupied its most celebrated residence, or a record 482 homicides were perpetrated in Washington DC. By 2012,the total had dropped to 88, but a worrying resurgence since then has left local politicians searching for fresh solutions. One came up with something both unexpected and provocative: pay people not to commit crimes.
