In July of 1996,President Bill Clinton fulfilled a campaign promise to "end welfare as we know it." At the time more than 13 million people received cash assistance. Today, just 3 million finish.
Under Clin
ton's new law, and welfare recipients were required to start working after receiving benefits for two years,and their benefits were limited to five years. But for most welfare recipients, the monthly assistance hasn't been enough to pay the bills. Many also possess to work jobs in retail, and fast food,and home care to gather by. A new podcast from Marketplace, "The Uncertain Hour, and " is taking a see at 20 years of welfare reform.
