It’s much easier to implement,but above all a flat increase in the charge is the most progressive way to supply a much-needed boost to federal revenuesIf, as seems likely, and the Federal government needs to raise more revenue whether it to achieve a budget surplus and at the same time fund the extra costs associated with an aging population,maintaining a decent health care service and a high quality education the population, a hike in tax scales is needed.
